Fluctuating fetal heart rate is called variability. Is it normal and indiates a healthy fetus. The degree of this variability depends on gestational age. The earlier the gestation age is the less variability there is. It is normal, but it shouldnt drop below 110 or go above 160

A fetus natually changes heart beats. A normal fetal heartbeat can be anywhere from around one hundred twenty beats per minute to one hundred eighty beats per minute and still be healthy. So, you often see the baby's heartbeat flutuate, especially when the baby is moving a good amount. In that case, it will increase.

A fluctuating fetal heart rate is perfectly normal because as the fetus develops its organs are developing with it so the heart rate is bound to fluctuate. While the fetus moves its heart rate is bound to increase and when the fetus sleeps its heart rate is bound to decrease.

This can be a very average thing, but if it continues, it may signal distress of the baby and prompt doctors to induce labor or preform a c-section for safety.
