Stealing is a crime no matter if the property is destroyed or not. At the very least, you should approach the co-worker and let them know it is wrong. If they do not listen it is appropriate to go to the chief.
Assuming you want to be able to work with your co-workers, you do not want to come straight out and get after him. Instead I would suggest a anonymous note to your boss or supervisor.
