You will have the remove the instrument cluster to gain access to the back of the speedometer. Disconnect the cable at the speedometer then trace it to the other end and disconnect it there. Install new cable. Put the instrument cluster back together.
If you are having a speedometer problem with your Caprice then you will need to take off the cover first. Then you can see what it is and be able to fix it.
