When babies have a herniated belly button it usually just goes away by itself after a month or so. I'm guessing that dogs might be the same.

The umblical hernia is the pet's belly button. This is common in the pets but if they grew it will close by itself or it can be operated.

A trip to the vet for evaluation is a great place to start. Some hernias are dangerous to the dogs health and life.

Some umbilical hernias are small enough to not need surgical correction. Your veterinarian will need to decide if it is large enough to require surgical correction.
