If you workout part of your legs, you will be burning a higher percentage of fat calories, because the leg muscles are the largest muscles in the body. Even working them out a little will burn a lot of calories compared to high intensity workouts. This includes squats and deadlifts.

Calorie expenditure is a function of intensity times duration of exercise. That means if you need to exercise longer at moderate intensity to match the same calorie burning for a shorter high intensity exercise. A good moderate exercise could be walking or running, depending on your current level of fitness.

Every moderate intensity exercise can burn a higher percentage of fat calories than a high intensity exercise if you do it for a longer period of time.

Any moderate intensity cardio exercise will burn a higher percentage of fat calories - but only when exercising. High intensity exercise causes you to burn more fat while resting.
