In most areas a motorcycle needs headlights taillight and turnsignals to be considered street legal. In other areas they add mirrors. All motor vehicles to be driven at any time on roadways must be insured and registered with the state that you live in .

You need a headlight, tail light that gets brigther when the brake is applied, blinkers, windsheild, properly functioning horn, and the bike needs to be mechanically sound. In order to pass inspection you need enough tire tread and a properly adjusted chain as well.

Depending on which state you live in the rules for what technically is street legal are different. Typically the law requires lights, fenders, and other safety items. There are also regulations on how load the bike can be as well as emission tests that it must pass. The bike must also be over a certain displacement.
