The handicap people are offered scholarships by universities. You can search up for these kind of scholarships depending on where you are. The Government also offers grants to the handicap people so you should check this up locally and see what your government offers to the handicap people. These are all i know of.

You should be able to get an grant that is targeted at the special needs or the physically and mentally, disabled individual. An grant that assists with medical care would be another grant that an person can get if they are handicap.
