Is is normal for a grant writing authority to ask for up front money to get you some grants?

I am working with National Grant Writing Authority in Las Vegas and getting no money.

NGWA appears on multiple "scam" online discussion boards/websites. You write grants for programs for which you meet eligibility, which is made clear by the funding. Since Obama took office, there are growing numbers of people who believe that there are hidden sources of "free money" out there for the asking, which is why NGWA is able to scam people.
