Most likely the bugs are wood lice (also known as sow bugs, pillbugs, potato bugs, or rollypollys). They are harmless and generally eat decaying plant matter. They like dark and damp places which is why they are often found in basements and near cemented areas, but they don't actually live in cement.

The bugs in your cement don't specifically live in cement but they just found a small hole that is damp and keeps them cool. The bugs just found a good crevice.

If they look like they have 8 legs but are small and move around alot like ants they are most likely red bugs.
