What is the white substance I'm finding on my shrubs?

Mildew is spread through the air. This can happen when shrubs have been watered and stayed damp during the night. Evening dew and fog that hang onto plants and not dry can promote this condition. Make sure you water the shrubs early morning or a when you know they will have a chance to dry.

It could be powdery mildew, white fly. White fly infests the back of leaves. Powdery mildew will coats the front as well as the back of leaves.

the white stuff growing could be just a fungus that is feeding off your plant you should try to kill it just to be safe
