There is no actual "species" of cat known as a "rumpie". However, there is a breed of domestic cat known as the Manx Cat, which is specifically bred to be tailless. Manx cats come in four classes, depending on their length of tail. The "rumpy" class has absolutely no tail.

A cat with no tail. Sometimes there is a little piece of cartilage at the end of their spine that sticks up slightly. They are also known as Manx cats.

A "rumpie" is referring to a "rumpie manx" wich is a breed of cat that has no tail. As opposed to the "stumpy manx" which does often have some sort of a small tail. It is a specific breed of cat. Little known fact, the no tail is actually a birth defect.
