After brushing the loose particles or sanding the rust away, use a good Direct To Metal (DTM) such as Krylon especially if the iron will be outside.

There is a gloss paint especially for wrought iron which has a substance in it so it can be for outdoor use.

Use Rustoleum products for wrought iron. If there is a little rust you can paint right over it and it will prevent further rust.

First thing you can do to clean the rust on wought iron with wire brush. apply the primer for rust resistant. next spray the rust enamel paint rather than brush.

Wrought iron should be painted with first with a primer paint and then with a top coat of metal pain (semi-gloss)

I would first sand the surface,wipe clean with a tac rag, Spray surface with rustoleum primmer,let dry 24 hours. Apply finish coat of rustoleum color of your choice.
