Milk will give the puppy diarrhea, and could dehydrate it. They make formula for puppies, or you can even use human infant formula. Mix with water. Feed every 2 hours or so, and wipe bottom to ensure it's potty-ing. Ask your vet for specifics and for a puppy-feeding bottle.

If they aren't with mom they will need to be fed every 2 hours with a bottle and special formula for puppies. Your vet should have some.
