The best way is to go to tools(if you have it on top of the screen) and go to control panel then click internet options and click delete cookies and files. You can also hit start, control panel, internet options and delete cookies. Or start and disk clean-up.

Using your disk clean up, this will clean and delete any unwanted files. Set your disk defragmenter to come on and clean up disk space. Delete any unwanted files and empty the recycle bin. The cache should be cleaned on web browsers.

Well, formatting should be alright. Just format your hard drive, I bet it is the quickest way if your computer is a total mess. If it is only like a few gigabytes you can manually delete them, though.
