use elipses to show there is more at the beginning or end: "...way to break up quotes?" or "What is the proper way..." You can break quotes up by using elipses and commas as needed. "What is the proper way," the person asked, "to break up quotes?"

If you are quoting someone, especially in something like a school paper, you must quote them. Quotation marks go after punctuation marks. For example, if you wanted to quote The fox jumped over the fence, then it would like this: "The fox jumped over the fence." Punctuation marks are never after the quotation marks.
