There are several ways to shut down your hotmail. You can login and choose delete account in the options section. You can not log in and let the account expire. After an extended period of inactivity the account will be deleted. You can write to microsoft and tell them to delete you account under citing your local data laws.

If you have the time and are patient the Hotmail email account will deactivate on it's own accord it is simply a matter that you need to not log into the account and over time it will cease to exist.
