What is the law regarding filming someone without their consent?

It depends on the context. If the filming is in a public place, anywhere there would be "no expectation of privacy", filming and taking pictures can be done without restriction. If a reasonable person is somewhere where they can expect privacy, filming would be illegal.

Filming another without their consent is dependant on the jurisdiction, venue, and status of the person. In most places, an individual may recorded in public; as they have no expectation of privacy in the realm. Similarly, public officials (like police officers) have no expectation of privacy while engaged in official duties- except when such filming could jeopardize the mission.
