Shelly, Idaho was established in 1904. It was established by John F. Shelley, who secured a railroad stop for the delivery of goods to his store.

In the late 1800's John F. Shelley and his pals took a journey from Utah to Idaho. Once arriving in the city, he began selling lots to people.
