The concept of the American flag was conceived by Betsy Ross, who sewed it. She included thirteen stripes for the thirteen colonies, and the number of stars for the states.
A 1777 resolution specifies 13 red and white stripes and 13 white stars on blue; new stars are added as states are admitted, but the 13 stripes remain.
