What is the health risk against eating chicken that's been out all day?

Food kept at room temperature is the perfect temp for bacteria to multiply, and if it was not cooked thoroughly to start with you have just created the perfect environment for the bacteria. You also can not assume that there is not some other matter that has contaminated the chicken.

If chicken has been left out all day, you may risk getting salmonella. Many factors affect this, of course. The temperature of the room, whether the chicken has been cooked thoroughly, and whether the chicken has been prepared with mayonnaise, etc. Advice: don't do it.

If it hasn't been refridgerated (i. e. kept in a fridge or even in a freezer) then you can get food poisoning, the same as if it hasn't been cooked properly. You can usually tell if the meat has gone bad as it will be off color and it might feel slimy.

Room tenperature is just right to grow bacteria, lets a single "bad" bacterium grow to a million bacteria in 5 hours. Chill the food and bacteria do not grow.
