The Oregon short barrel rule applies to rifles and shotguns, but NOT to handguns. It is illegal to carry a concealed firearm without a permit, but a handgun in a holster is NOT concealed. No minimum limit if you carry it in a holster.
Federal law says that the barrel is measured from where it begins at the receiver to the edge of the business end. Most states, including Oregon, have strict laws about cutting down gun barrels.
I can't find a legal length determination on handguns, only shotguns. This may be because an unaltered handgun is legal, and handguns have predetermined lengths. Inquire with your Sheriff's office.
