A felon may own a gun but it will gone through a long process, a petition to be filed in Court is needed, before acquiring one. His case will be studied thoroughly by a judge if he is qualified and be granted to own a gun though he is a felon.

A convicted felon cannot own, purchase or possess a firearm or ammunition. It is also against the law to have a friend or spouse purchase and register a firearm or ammo knowing it is for possession or use by the felon.

In most states a convicted felon can own a handgun and a shot gun if he had his rights restored in the state of conviction as long as the Certificate does not state the felon can not have a weapon. Each state is different so I suggest you talk to your local courthouse.
