There are many possible types of skin growth and yes some are malignant. There are also sarcoids and fatty tumors that are common and non-cancerous. You should consult your veterinarian to see what the next step in diagnosis is. This will probably require a simple biopsy of the site.

I had a 14 year old pitbull/greyhound mix and I had the same concern. I took him to the vet to show him these lumps that he started getting at about age 11. The lumps were soft and moved. He said they were fatty deposits. If they are more firm and don't move, then you want to check for cancer.

If it is an older dog, it very well could be a tumor, but not all tumors are cancerous. If left untreated the growth could rupture, and the surgery needed to repair this can be costly. ($400 and up) If it is not caner, the veterinarian will more tha liekly put the dog on antibiotics to help it heal.

I really doubt that it could be cancer since the legs would be a very unlikely place for cancer to develop. You could however be seeing the pad that they have there that in a sense could have been their thumb. It could also be a rough spot on their elbows from laying on concrete.
