What is the electrical definition of dedicated?

I am in the process of installing a light in my dining room and do not understand what they mean by dedicated.

Dedicated would mean a circuit connected to only one device exclusively. The device could be a light fixture and would have one hot wire connected directly from the distribution panel to the light fixture. This is usually done for power requirements not to overload the circuit and have problems tripping the breaker or fuse.

A dedicated circuit has only ONE electrical device attached. A light fixture has high surge when first turned on. This can trip a breaker if other devices are also connected.

A dedicated circuit is one in which the wiring runs from the the breaker box to a single electrical appliance (such as a light or refrigerator) and no where else.

A dedicated circuit means the line has only one load or device. They don't want the dining room fixture connected to a circuit containing other loads.
