This question is ambiguous: you may be asking which of the Scriptures is dated the earliest, or when do people believe God first spoke. The first is not easily answered. The second needs only reference both the first chapter of Genesis (And God said, "Let there be light. ") and the first Chapter of John (In the beginning was the Word... )

The earliest word of God was and still the Bible. Now within the Bible, we see that the earliest words God spoke were "Let there be light". He then spoke the seas, animals and humans into existence and these actions took seven days.

In the book of Genesis, the creation is recorded where God says " Let there be light". This is the earlier record that we have of God speaking. In the book of Exodus when God spoke to Moses through a burning bush, God identified himself as "I AM" if the Hebrews were to ask Moses who had sent him.

This depends on which religion and which Bible you're reading, but generally, Genesis 1:1 says that God himself is the word, therefore God is the first word and says the first word.
