They are pretty different. Locust are in a bug like shell that breaks open and they come out as a flying insect. Grasshoppers are normally bright green and jump and hop, not so much as fly like a locust does once it is out of it's shell. You probaly see empty locust shells from time to time in the summer.

Locusts and grasshoppers belong to the same taxonomic unit. Locusts, however, are short-horned and migrate to areas that can support their dietary habits, hence the familiarity with locust infestations.

Locusts are grasshoppers that are armored and ready to go to feed in large groups -- like Rambo grasshoppers. They look that way because of the highly developed carapace and in general bigger everything.
