The original meaning of midget was a short person with limbs proportionate to their size. The word dwarf was a reference to a short person with smaller than normal sized limbs, for their size. These two words are now generally used to describe any thing of an unusually small size, without noting the difference of the original meaning's.

A midget is typically extremely short in stature, but otherwise their head, arms, legs, etc. are in proportion with their height. Basically, they are referred to as a small person. A dwarf is also extremely short in stature, but have abnormalities in the size of their head, arms, legs, etc.

It's basically two different names for the same thing. Most little people don't like to be called a midget though. They often find it rather rude and hurtful. Depending on the person is what they like to be referred to as.
