What is the difference between a highways and a freeway?

There are no discenible differences between a "highway" or a "freeway. " It is simply the difference of regional expression. "Freeway" is a more popular term on the west coast than the east. Both usually refer to roads in the US Interstate Highway system. Generically speaking, both could refer to 4+ lane roads under state or other local jurisdiction.

A freeway is a multi-lane divided highway without intersections, and has controlled entrance and exits. It is designed for high speed traffic. A highway is a public road that connects towns or cities and has traffic lights and intersecting roads.

Before interstate highways were common, a highway was a road that connected two points but had intersections. A freeway was the label applied to a route that had limited access.
