Despite old wives tales, cobwebs have nothing to do with spiders. Cobwebs are caused by dust accumulating in the air's moisture, ironically, they tend to "web" in hot dry spaces.
Cobwebs are similar to a chain of small magnets. It is made up of charged dust particles. Spiders spin their webs and they are almost invisible when first constructed. When we see the spider's web, it usually has collected dust and is very visible to us and has been abandoned by the original owner!
