Secure "sill-plate"(s) to the concrete floor;
Then wall-studs are attached to the sill-plates by either:
45-degree-"toe-nailing" or metal-framing-connectors.
Sill-plates are usually secured by:
Drill holes into concrete-floor,
Install appropriate-expansion-anchors,
then Secure sill-plate with bolts & flat-washers.
In flood/storm-prone areas,
often (storm-resistant) metal-framing-connectors are required
by building-codes rather than toe-nailing.
