What is the best way to drill out the exhaust baffle on a Harley?

There is no good reason to do that. If you want louder pipes just buy new ones. Drilling them out will ruin them and make the bike sound terrible.

I would highly recommend not doing this. If you want a louder exhaust just install a new set of pipes. They will sounds much better.

The best way is not to. Punched out pipes usually make a bad sounding Harley even worse sounding. Just save you money and buy a quality exhaust system. Preferable one that makes it sound better and not just louder. Just make sure it doesn't change the air/fuel ratio too much.
