Check out Crate Amps, they have built in effects and range in price from $60-$2000 depending on the type of amp, wattage, and size. Places like Guitar Center and Sam Ash sell these amps very cheap and you can save even more money buying them used; just remember to test it out before buying it (New or user).

Well it depends on what sort of instrument that you are talking about. If you are talking about a guitar then I would suggest a Peavey Classic 30 Tube Amp. It is only a single speaker amp but it has an amazing sound, plus you can plug headphones into it.

A good practice amplifier will allow you to rehearse without being too loud, yet not sacrifice sound quality. It is important to know what you will sound like and so I strongly recommend going to several music stores and trying out a few. A jack for attaching headphones is useful and make sure it's not too heavy!

I don't really think that there is a best practice amplifier. I own a fender and it works just great.
