It depends of your needs. If you are looking for a very versatile Operating System which have stability and security for user and server applications, the answer is linux. But, on the other hand linux could be complicated for normal users, which makes you prefer Windows.

There really isn't a "best operating system"- operating systems are each fine tuned for certain tasks or time periods. For top of the line video editing, gaming, etc, you would probably want to stick with something like Windows 7 Ultimate. For networking diagnostics, open source development, etc, linux would be a good choice. It's all relative to your needs.

Some will say Mac and some will say Windows but it depends on what your going to use it for Windows for gaming and Mac for working.

It depends on your needs and how computer savvy you are. If you are like most people most of what you know is from experience. Stick with what you know.
