Puppies generally need a richer food source than grown dogs since they are still growing and developing. The best food I've found is Science Diet. Their kibbles are small and easy for the small mouth to chew. I also recommend feeding soft food for a while before the kibble.

As far as wet food is concerned the best dog food for small dogs is Cesar dog food. It's specially formulated for small dogs and it does come in puppy formula too. Choose a dry food with small chunks so the puppies don't choke.

I think the best food to feed chihuahua puppies is small kibble in a bag. This is not to big for the puppies to eat and is easier to digest then canned food.
