If you want to have a constant source of compost, keeping a worm farm works wonderfully. Red wriggler worms have a voracious appetite for everything from paper to fruit and vegetable peels. The worm's "poop" then becomes a rich additive which your plants will love.

I believe that the best continuous compost is worm droppings. Worm droppings, also known as castings, are huge for improving soil quality. What do you need? Just to improve the worm population near your shrubs!

As long as you keep adding organic materials, the composting process is always continuous. It slows down or speeds up depending on the temperature. Be sure to add both brown (dried out organic matter) and green (fresh organic matter) to your compost pile in equal proportions.

I prefer worm composting in a worm bag. there is an opening in the bottom that you can let out the finished compost. The worms prefer to stay in the top 6 inches or so, and you just keep adding to the top.

Home composting is the best because you can add weekly food waste to the compost such as tea leaves potato peelings and egg shells. Adding to it naturally is economic and keeps the compost topped up.
