What is reasonable punishment for a child playing in their dirty diaper?

No punsihment - just change the diaper and tell the child that dirty diapers are not for playing. Make sure you change the dirty diapers on time so they do not have a chance to play in them.

i think punishment should give to the parents of the child because they are responsible of his doings untill he grown up. no child can be punished for the thing he cannot do.

Since this is likely a very small child, the punishment shouldn't be too long. It should be enough so that they understand they did something wrong and will not do it again.

A child of diaper age is trying anything to get attention. The more you react to something, the more likey they are to do it again. Just saying "icky" and leaving it at that is enough. Also, if they are taking off their diaper, it is toilet training time.
