Write a detailed business plan. Decide the terms of your business. Will you service the machines or hire others? Sources of inventory? Fee structure? Where will you locate the machines? What kind of capital do you have to sustain the business until it becomes profitable?

You need to first take a test certifying you to cook/serve food. This would be where you learn all your health codes. Staying up to code will keep your business from being shut down and making patrons sick. You need some sort of housing either a building or a trailer that can hold ovens, warmers, and a sink.

Quite a lot, actually. One must first find a location, and negotiate a purchase/lease. Fictitious business name licenses are required if your business name is not your legal name. Staff must be hired. Kitchens must be inspected. Permits must be purchased. It's a complicated, involved process. Talk to someone who's done it before.
