First determine if permit would be granted, this will help with unforeseen fire code laws etc. First step would be to insulate the outside walls as needed. If garage is on concrete slab it would be wise to build a subfloor and insulate that as well. Most of the conversion will be about looks after that.

Few garages are adequately insulated, so that is a requirement. Electrical service may need enhancements so hire a professional. Drywall, taping, texturing and painting can be done by homeowners.

This needs a permit from the city. You will need heat, insulation and if the floor is concrete you will need to insulate it for the winter months. Windows and a door for an exit. I heating/air conditioning unit would be ideal.

If you want to convert a garage into a room then you must first find another place to park the car. You will then need to take all the things out and maybe remove the door that does up. you will also need to insulate the room and have the floors redone.

You will need to finish out the walls and decide on what type of flooring is needed to convert your garage into a room. Also, it is important to think about heat and air conditioning sources for the room, since central systems usually don't include the garage.

Remember the floor will be cement, even though you put carpet on it will be cold. Make sure you put a seperate heating element for that room only. Put in enough windows for light.
