Heavy copper is an industry term. It is not actually any different from the copper that is used elsewhere on a board. Heavy copper is actually a term for layers of a circuit board that contain more than three ounces of copper in a single layer. This is equivalent to 4.2 mils of copper thickness.

the printed circuit board PCB industry define heavy copper as layers exceeding 3 ounce of copper , or approximately 0.0042 inches (4.2 miles) of copper thickness PCB designers and fabricators often use heavy copper when designing and manufacturing cuircit boards in order to increase current carrying capacity as well as resistance to thermal boards

Heavy Copper is like normal copper used in circuit boards, the difference is it is more durable to electricity and heat flowing through the circuits. There are different places on the circuit boards that have a heavier current. Without the heavy copper the leads would burn out.

According to wikipedia, 'heavy copper' is used in the PCB industry to refer to layers of copper exceeding 3 ounces in weight, or roughly 0.0042 inches of thickness. Layers of copper this thick allow for increased current-carrying capacity as well as increased resistance to thermal stress. The standard for current capacity in PCB design is known as IPC 2152.
