Answer by  MsLaw (63)

Supervised visits are ordered when there is some concern for the safety of the child. If the possibility exists that a child might be kidnapped by a noncustodial parent or that the child might be in danger if left alone with that parent, the court will order supervised visits. Supervisors might be foster parents, police officers, or social workers.

Supervised visits with regard to children consider the location, frequency and length of the visit, who may attend and who will supervise. The location is usually a neutral or public place (or one agreed to by the parties). The individual appointed to supervise depends on the reason for the supervised visits.

All kids have a right to a relationship with each parent. A supervised visit allows for this right in the event the parent is abusive/has issues and must be monitored.

To gain supervised visitation, there may have to be a court order. The parent needing the supervision must have done something that is not appropriate or not legal.

To start on a basic level, a judge, would look at a persons history. Drugs, violations, and backround are all taken into account.
