There are actually quite a few reasons a cat might cough and have eye drainage. These range from something as simple as an allergic reaction to pollen or other allergens much like a person might get, to more serious conditions including infections. A qualified verterinarian can tell you for sure and recommend a treatment.

Your cat could possible have a cold. You should take it to the vet for some antibiotics. Keep it's eyes and nose clean until you can get the meds.
