Annealing refers to the process of heating a metal above the temperature at which it crystallizes, and the cooling it again. This process improves the properties of the metal in a variety of ways. It can make metals stronger, or easier to work with.

Annealing metal is a process by which it heated to a very high temperature, past its re-crystallization point, and then allowed to cool to give it strength and flexibility.

It's any metal that can be bent easily and can lose it's electrons to another substance if heated or altered in any chemical way. Thus, that is the meaning of an annealing metal. Also, it is one that will rust easily if it is placed in any liquid form of some sort.
