It is a purse that is made of candy wrappers. There is a base for the purse, and the wrappers are weaved together to form a design. Gum wrappers work well. You can make all kinds of designs with wrappers.

It is purse that is normally made from the wrappers of candy products, like starbursts. This definition however has expanded and there are now wrapper purses made from things like capri-sun pouches or potato chip bags.

Wrapper purses are handbags that are made from recycled packages. These packages can be from anything from candies to Capri Sun, to Kool-Aid wrappers. The wrappers can be glued together, sewn, or woven.

I'm assuming it is kind of like a wallet, where the main body gets two sides wrapped around it. Not like a rapper purse that P. Diddy would carry ;)
