What is a theft by bailley warrant?

I have heard this terminology a great deal in the recent past and have no idea what it is.

You are talking about a "bailee warrant. " A bailment is a legal term for a certain situation where one person owns something, but leaves it with another for some reason. What you are hearing about is the bailee unlawfully retaining possession of the "thing," which can constitute a theft.

Theft by bailee is when one party is responsible for handling the finances of another and then uses the money for himself/herself, which is a crime. A theft by bailee warrant is the complaint and warrant issued for that individual.

It is basically discussing the theft that occurred by Bailey. Basically, the issues and warrants were done even before the actual theft was conducted. This is the story behind it.
