Shielding effect is a phenomenon which is used in high nuclei element which allows electricity to be conducted freely.This states that, the elements are not attracted by the nucleus of the element due to the equal force of attraction of the electrons in the inner shells.So, these electrons will be loosely bounded with the nucleus and conducts electricity freely.

It's the effective nuclear charge or net positive charge of an electron in a multi-electron atom. Negative electrons "shield" or prevent electrons in higher orbit from having a full charge.
