A recovery heart Rate is how fast your heart is beating after your workout. It is important to watch it and make sure its within 10 beat per minute of your HR before workout because if your heart is still beating fast and you stop your muscles from helping-it-it-puts-alot-of-stress-on-your-heart-and-could-result-in-a-heart-attack

Recovery heart rate is the time it takes for your heart to return to your normal resting rate after exercise. The longer it takes for the heart to slow back down to normal shows how "out of shape" one is.

A recovery heart rate is the rate at which your body recovers from strenuous exercise. It can be measured by doing a very taxing activity (for example, running at a full sprint) and then seeing how long it takes for you to get back to your resting pulse.
