Online music stores. Most local music stores doesn't really stock old materials unless they are re-released versions. Most online music stores offer discounts if you order in bulk too.

If you go to a website like Amazon.com or Barnes and Noble online, you should be able to search by artist and find a list of all of their albums. From there you can read other reviews and decide if you'd rather purchase the cd's brand new or if you opt for used versions which would be significantly cheaper.

Pretty much any music outlet, be it an internet store such as iTunes or a store like FYE, will have all of Metallica's music available.
