All the major carriers offer a phone with camera for free with a new contract. If it's a free phone you'll probably get less than 2 mega pixels.

A good, cheap camera phone is a phone which suits the customer's preferences in weighing overall camera quality and phone features against his personal budged when it comes to his personal selection of what is considered to be "good" and "cheap".
