A DVD decoder is set of code embed into a DVD Player, which allows the DVD Player to unlock the copyright protection of original discs, read the MPEG-2 format that all DVD discs are created with and to allow the discs to be played via software on a computer.

These are often referred to as Codecs, and most are not free. However, one I personally use is VLC media player, which is a free, legal download and has worked great for me for 3 years. Codecs decode the programming the manufacturer puts in a DVD to keep it from being pirated and illegally copied.

It is a software for your dvd player on your computer, so that it can play the dvd video in the format that it was made in. It's like putting your player and the video on the same page so that they are compatible with each other.
