If your dog has only one of it's puppies it's a good idea to take him to your vet to have an X-ray, as surgery (ceceriana) may be needed.

If you dog was ultrasounded to have more than one puppy, and the puppy is not "presenting" or being born, immediately take the dog to a local vet. If none is available, use your clean index finger and insert into the vaginal area to see if another puppy is there.

If you're asking why your dog only gave birth to one puppy it's because they can do that sometimes. If your dog only has one of it's puppies with her and she's still nursing, you should see if she will take them back, if not feed them with bottles.
